Ken graduated from Temple University with a B.A. in Liberal Arts and a Master’s Degree in Political Science. He received a fellowship with the Committee of 70, and served as a Management Analyst in the office of the Managing Director of the City of Philadelphia from 1969 to 1971. He served as Assistant Director of the Citizens’ Crime Commission from 1971 to 1976. He is a member of both the National and Pennsylvania Associations of Bar Executives, the American Society of Public Administration and the American Society of Association Executives. He was appointed by Governor Edward G. Rendell to a seat on the Pennsylvania Commission on Crime and Delinquency and currently serves on the Advisory Committee of the Joint State Government Task Force. In addition, he serves on numerous city and civic associations and boards.
