In 2011, Dr. Stephen Tang, President, CEO and Director of the University City Science Center, was appointed to a 15-member, national Innovation Advisory Board established by the America COMPETES Reauthorization Act of 2010. The Advisory Board worked with the Secretary of Commerce, the National Economic Council and other federal agencies on the development of a study focusing on America’s innovative capacity and global economic competitiveness. 

The resulting report on the Competitiveness and Innovative Capacity of the United States (COMPETES), explores federal support of research, educating our workforce, digital infrastructure for the 21st century, revitalizing manufacturing, and other important topics.  

Dr. Tang recommends that attention must be paid to "scaling," the transition from "the start-up to the manufacturing phase in a company's early life." Scalable innovations are  the key to economic prosperity and job creation, Dr. Tang notes, and the Greater Philadelphia region serves as a strong model of business models that accelerate growth and maximize opportunities.
